I tried that (right click on the gta-vc on game folder then properties) in xp and win98 modes but now the screen resizes almost like it will run but then returns to the normal resolution and the game doesn't start. Tried open with the play button and with the gta-vc in the game folder. Running Win11 up to date on a Lenovo L14 with Ryzen 3 Pro.

There is no menu that comes up for Vice City, because the computer (or at least mine) reads it as an audio disk. Try clicking the icon, but if you already havent, then your out of luck. You don't need to do anything fancy, just extract the archive content (except ReadMe.txt and docs directory, which, obviously, aren't required by the game to work) to your game directory (if you don't know where your game is, open Steam -> Right click on GTA: Vice City -> Properties-> Local Files-> Browse Local Files to locate your game directory). Alternatively: Set the compatibility mode of the executable file to 'Windows 98'.
